Shinpan is the story of Tsukitaka, a young, mentally ill man, who has been hiding dark, violent urges his entire life. However, after the death of his adopted father, he steals a sword and lets out all these desires on the people of his the people of Kūiki, his hometown. Using demonic power from an entity called a Raksha, he butchers criminals and civilians alike in a brutal fashion. However, this doesn't last long, as he is taken to prison by members of a Demon hunting organization called the DEA. This prison is one specifically made for people like him with Raksha power, where they cultivate their skill, before being bought and used in secret by the government. Tsukitaka spends a lot of time in this prison, learning how to use his abilities with the help of his fellow inmates, finding out the name of the Raksha dwelling within him and learning more about him, before he is visited by a man in green suit, who offers him the chance to escape, so long as he works for him. Tsukitaka takes his offer, busting out of the prison, using the incredible power of his Raksha, Kaisen, and diving into his country's criminal underworld, making a career as a yakuza assassin.
